 Asbestos Site Survey

1. VISUAL INSPECTION

Location and extent of hazardous materials in all building, floors, rooms and above every ceiling

2. SAMPLING AND LABORATORY ANALYSIS

Positive laboratory identification of each sample with a percentage of asbestos type. Laboratory analysis includes QA/QC procedures as per N.V.L.A.P. Guidelines.

3. STATEMENT OF CONDITIONS

A written analysis of the field conditions of the asbestos materials and recommendations regarding necessary response actions.

4. ESTIMATE OF AREA INVOLVED

Estimated linear feet and/or surface area of exposed asbestos materials in each location. (To include materials above suspended ceilings, but not to include materials behind walls.)

5. ESTIMATE OF REMOVAL COSTS

Estimated asbestos abatement cost schedule for each building (by floor) surveyed.

6. AIR QUALITY TESTING

(If necessary)

7. RECOMMENDATIONS AND PRIORITIES

Including design and supervision requirements for abatement projects necessary due to renovation or demolition.

8. PRESENTATION

A report presentation to key personnel

9. OPTIONAL GRAPHICS PACKAGE

10. OPTIONAL AIR SAMPLING

 

 

 

 

 

 

 

  

Site Remediation Project Administration

For all projects involving Asbestos-containing building materials, Northeast Test Consultants
"
Project Administration Program" serves not only as a safety measure, but provides the necessary
documentation and security packages needed to minimize liability in the future.*

I. PRE-WORK

   1. Pre-photograph folder or video tape (where applicable)

   2. Pre-monitor air tests -- results

   3. Visual overview of conditions

   4. Review of specifications and contractor's plan of action

   5. Building Demolition Notification Forms to ME DEP

   6. Other applicable permitting

 

II. DURING WORK

   1. Bound legal logbook -- all personnel entering work area (this is generally kept by the contractor's supervisor per specifications, to be reviewed by Northeast Test Consultants)

   2. Daily project log sheet -- which notes all pertinent observations and data

   3. Daily project identification forms, air testing -- laboratory results

   4. Applicable Revisions to Notifications and Permitting

   5. Photograph folder -- (where applicable)

   6. Waste Disposal Manifests

 

III. FINAL CLEARANCE

   1.   Post-monitor

   2.   Post-monitor air tests

   3.   Visual Inspection results

   4.   Air Clearance Sampling-- for re-occupancy

   5.   Post-photograph folder or video tape (where applicable)

 

IV. FINAL OBJECTIVE*

To provide client with a complete documentation package incorporating Elements 1-4 on the project(s). Project Documentation ensures minimal liability for all involved with the project(s): building owner, architect, contractor, consultant and hazardous-material removal company.

 

 

 

 

 

 

 

  Operations and Maintenance Program

 

The Operations & Maintenance Program is an essential element of a Total Control Program for any hazardous materials remaining in a building. The general purpose of an Operations & Maintenance Program is to eliminate potential contamination and exposure, minimize liability, comply with government regulation and to ensure the proper recognition, safety measures and handling of hazardous-containing materials.

The Operations & Maintenance Program should include the following:

1. TRAINING

  • Hazard awareness for building occupants
  • Practices and procedures for maintenance and trades personnel
  • Personal protection measures

2. STANDARD OPERATION PROCEDURES

      • For all in-house personnel
      • Emergency response
      • Centralized control and responsibility for actions
      • Abatement practices and procedures
      • Use of equipment
      • Respirator program
      • Record-keeping
      • Notification of government agencies

        3. OUTSIDE CONTRACTOR SPECIFICATIONS  & PROCEDURES

      • Qualification of Contractors
      • Base line specification for small scale abatement activities
      • Design specifications for larger scale abatement projects

    4. ANNUAL RE-INSPECTION/HAZARD ASSESSMENT

      • Update previous survey work-conditions, friability of asbestos containing material, future planning for renovations etc.

    5. EQUIPMENT AND SUPPLIES

      • Basic equipment and supplies for remedial and small scale abatement work
      • Respirators and personal protection supplies for personnel confronting hazardous materials

    6. OSHA AND GOVERNMENT AGENCY COMPLIANCE

      • Record-keeping
      • Six-month intervals for testing requirements and compliance
      • Notifications of government agencies
      • Update training of maintenance and trades personnel
